Ms. Bahar Muradova met with the newly elected members of the Children’s Ambassadors Assembly
Speaking at the event, Ms. Bahar Muradova, Chairperson of the State Committee for Family, Women and Children Affairs, described the project as one of the best examples of child participation and the protection of children’s rights. She noted that the project serves not only as an opportunity for participants to express their rights, but also as an important platform for personal development and self-discovery. Ms. Muradova emphasized that being selected from among thousands of children to take part in such projects, participating in various activities, and acquiring competencies enhances children’s confidence in the future and creates lasting memories. The Chairperson of the Committee stated that the active participation of children in this process contributes to the protection of the rights of other children as well, and that the ideas voiced by children are taken into account in legislation, in the education process, and in documents that define the directions of state policy. She added that in this way, the position of Azerbaijani children is articulated. Highlighting that the formation of human capital is one of the main priorities of state policy, B. Muradova noted that starting this process at an early age serves the sustainable development of society. The Chairperson congratulated the children elected to the Assembly and wished them success in their activities. Speaking at the meeting, Ms. Aynur Sofiyeva, Deputy Chairperson of the State Committee, provided information about the selection process for the Children's Ambassadors Assembly. She noted that an announcement for admission to vacant positions in the Assembly was made on August 8. As a result, 130 applicants possessing independent self-expression skills, civic engagement, and leadership qualities registered for the selection process, of whom 50 qualified to participate in the second stage (interviews). Out of the 50 candidates invited to the selection process held between September 29 and October 1–6, 8 successfully passed the interviews. The child ambassadors newly joining the Assembly stated that this mission is an honorable one and carries great responsibility, and introduced themselves. Expressing their pride in being selected as members of the Children’s Ambassadors Assembly, the children emphasized that they would duly represent the voices of children within the Assembly. In closing, the Chairperson once again warmly congratulated each of the members, noting that important responsibilities lie ahead of them and encouraging them to act with greater responsibility and continuously develop their potential. At the end of the event, membership certificates were presented to the newly elected ambassadors.

On January 21, 2026, a training session was organized on the topic of increasing the activity of social media pages and building an effective content strategy for the Child and Family Support Centers (CFSCs) operating under the State Committee for Family, Women and Children Affairs. The training was attended by the directors and staff of the Centers. Aydin Rajabli, Head of the Family Issues Sector of the State Committee, highlighted the importance of the Centers’ activities and emphasized the necessity of properly covering and presenting this work. During the training conducted by Aysel Babayeva, an employee of the Analytical Analysis and Information Support Department of the State Committee, issues such as ensuring the official and unified representation of the CFSCs on social media, proper planning of posts, and the preparation of high-quality visual and textual content were explained in detail. It was noted that social media plays an important role in promptly and comprehensively informing the public about the activities of the CFSCs, and that applying a unified approach in this field enables more effective presentation of the Centers’ work. During the training, which was organized in an interactive format, shortcomings in social media activities were highlighted, existing problems were analyzed, practical solutions for addressing them were discussed, and participants’ questions were answered.
Holiday celebration at the “Hold My Hand” Social Rehabilitation Center for Children
On December 31, 2025, a festive celebration was held at the “Hold My Hand” Social Rehabilitation Center for Children on the occasion of December 31 – the Day of Solidarity of World Azerbaijanis and the New Year, organized and initiated by the State Committee for Family, Women and Children Affairs. Ms. Leyla Aliyeva Vice-President of the Heydar Aliyev Foundation and Ms. Arzu Aliyeva, Head of Baku Media Center took part in the event. The celebration was held in a joyful and festive atmosphere for the children. Within the program featuring Father Frost and Snow Maiden, the children recited poems, performed songs, presented various artistic compositions, and shared their holiday joy. Ms. Leyla and Ms. Arzu Aliyeva got acquainted with the conditions created at the center, took interest in the social and psychological environment formed for children, as well as in the rehabilitation and development-oriented service models. They received detailed information about the center’s activities, communicated sincerely with the children, learned about their wishes and dreams, and shared in their festive spirit. Ms. Bahar Muradova, the Chairperson of the State Committee for Family, Women and Children Affairs provided information about the main areas of the center’s activity. It was noted that the “Hold My Hand” Social Rehabilitation Center for Children operates to ensure the rehabilitation, social adaptation, and integration into society of children in difficult life situations, those deprived of parental care, and those belonging to risk groups in a safe, healthy, and caring environment. It was emphasized that strengthening children’s psychosocial well-being and preparing them for an independent future life are among the center’s key priorities.
Chairperson of the State Committee for Family, Women and Children Affairs Meets with CICA Secretary General
On September 11, 2025, Ms. Bahar Muradova, the Chairperson of the State Committee for Family, Women and Children Affairs of the Republic of Azerbaijan met with a delegation led by Mr. Kairat Sarybay, the Secretary General of the Conference on Interaction and Confidence Building Measures in Asia (CICA). Welcoming the guests, Ms. Bahar Muradova highlighted Azerbaijan’s significant contributions to the development of key transit corridors, stemming from its geopolitical position. She emphasized the symbolic importance of the fact that, for the first time, the CICA Think Tank Forum was held outside of China, specifically in Azerbaijan. Ms. Muradova expressed confidence that Azerbaijan’s successful policies in various international organizations would continue during its chairmanship of CICA. She stressed that Azerbaijan, located at the crossroads of corridors connecting China and Europe, would contribute to the development of peace, security, and cooperation among countries and peoples. Ms. Muradova noted that CICA, originally a platform for dialogue, is now evolving into an international organization and is currently undergoing a phase of institutional development and transformation. She underlined that the family institution and the empowerment of women would be among the key priorities in the organization’s future activities. The Chairperson expressed her belief that this approach would significantly contribute to solidarity among member states and to the overall development of societies. CICA Secretary General Mr. Kairat Sarybay, reflecting on the organization's activities since its inception, stated that notable progress had been made in strengthening mutual trust among member states, enhancing the institutionalization process, promoting dialogue, and implementing joint initiatives. Praising Azerbaijan’s active role in CICA and the initiatives put forward during its chairmanship, the Secretary General also spoke about the steps being taken to further develop the organization and enhance its effectiveness at the international level. The meeting took place in an atmosphere of mutual understanding and cooperation. Both sides agreed to organize joint events and further deepen collaboration within the framework of CICA in the near future.
A training session on the topic “Family and Gender-Oriented Policies: Benefits for Individuals, Organizations, and Society” has been held
A training session on the topic “Family and Gender-Oriented Policies: Benefits for Individuals, Organizations, and Society” is being held under the organization of the State Committee for Family, Women and Children Affairs. The training, which covers the dates of April 14–16, 2025, is attended by officials responsible for gender issues from government agencies and local executive authorities. In her opening speech, Sadaqat Gahramanova, the Deputy Chair of the State Committee, provided information about the purpose and agenda of the training. She stated that the aim of conducting such training is to improve the work of officials responsible for gender issues, to ensure effective networking among them, and to clearly define their powers and responsibilities in the implementation of laws and policies in the field of gender equality. Ms. Gahramanova also noted that the State Committee annually presents a report on the implementation of the Law of the Republic of Azerbaijan “On Ensuring Gender Equality (Equal Rights for Men and Women)” to the Milli Majlis (National Assembly), and that relevant government agencies contribute information to this report. For this reason, she emphasized the importance of gender officials being constantly prepared on these matters. She further highlighted that gender relations are first formed within the family, and spoke about the importance of equal participation of parents in the upbringing and development of children. At the same time, she stressed the significance of appointing gender focal points at the level of deputy heads responsible for social issues within local executive authorities. The training continued with a presentation by Shams Mustafayeva, an independent expert.
Events Held in Regions to Promote Family Values and Traditions
From April 7 to 11, 2025, awareness-raising meetings were held by the Child and Family Support Centers under the State Committee for Family, Women and Children Affairs in Aghdam, Shuvelan, Saatli, Sabirabad, Hajiqabul, Qabala, Ismayilli, Zardab, Zaqatala, Goranboy, and Goygol. These meetings were organized with the participation of center staff, representatives from district executive authorities, institutions and organizations, youth, young families, and community members, with the aim of promoting family values and traditions among the population, especially the youth. Speakers at the events highlighted the importance of family values, the formation and preservation of the family institution, and the efforts being made in this direction across the country. It was noted that for a family to be strong and healthy, it is essential to establish open and honest communication within the family, spend quality time together, be understanding and respectful toward one another, offer mutual support, and share roles and responsibilities. Presentations and social videos related to the topic were shown during the events, and participants’ questions were answered.
Meetings Held on the Topic: “Gender Equality Begins in the Womb! Say NO to Gender-Based Child Selection!”
As part of ongoing awareness efforts to prevent sex selection before birth, the State Committee for Family, Women and Children Affairs, with the support of the Ministry of Education and the participation of an expert from the Ministry of Health, held meetings with students on April 8, 2025, at the Azerbaijan State Pedagogical College; on April 9, 2025, at the Shusha Humanitarian College; and on April 11, 2025, at the College of Arts under the Azerbaijan State Academy of Fine Arts. The meetings were attended by Kamila Aliyeva, Deputy Head of the Family Affairs Department of the State Committee, and Zumrud Kazimova, medical methodologist from the Public Health and Reforms Center of the Ministry of Health. During the discussions, participants were informed about efforts in the country aimed at eliminating gender stereotypes that favor male children in families and achieving a biologically balanced sex ratio at birth. The negative impact of induced abortion on women’s reproductive and psychological health, as well as modern methods of preventing unwanted pregnancies, were also discussed. In total, approximately 300 adolescents and young people participated in these sessions.
Awareness Events Held to Raise Awareness on the Harmful Effects of Narcotic and Psychotropic Substances
From April 7 to 11, 2025, Child and Family Support Centers operating under the State Committee for Family, Women and Children Affairs in Aghdam, Shuvelan, Saatli, Sabirabad, Hajiqabul, Qabala, Ismayilli, Zardab, Zaqatala, Goranboy, and Goygol held awareness events to increase knowledge about the harmful effects of narcotic and psychotropic substances. The events were attended by representatives from local executive authorities, district police departments, expert groups from the centers, members of the Child Ambassadors Assembly from the respective regions, teachers, students, university students, and parents. Experts speaking at the events discussed the consequences of drug addiction. It was emphasized that narcotic and psychotropic substances cause psychological and physical changes once they enter the body and may lead to addiction. These substances affect brain function and the entire body, gradually causing permanent damage to organs and creating mental and behavioral issues. This in turn negatively impacts personal relationships, education, social life, and professional development. Schoolchildren were encouraged to lead a healthy lifestyle and focus on developing their knowledge and skills. Parents were advised to build trusting relationships with their children, ensure a safe environment, and support their children’s psychological well-being by staying actively involved in their lives and concerns. Presentations and video materials related to the topic were shown during the events, participants' questions were answered, and educational materials were distributed.
Chairperson of the State Committee meets with citizens in Astara
On April 11, 2025, Chairperson of the State Committee for Family, Women and Children Affairs, Bahar Muradova, held a meeting with citizens in Astara district. The event began with a respectful tribute to the memory of National Leader Heydar Aliyev. During the meeting, residents of Lankaran city, Lerik, and Astara districts presented their appeals. The issues raised included alimony payments, legal assistance, employment, medical treatment, property division, and other concerns. The meeting was also attended by the head of a relevant structural department of the State Committee. Instructions were given to thoroughly examine and promptly resolve the issues raised. Appeals requiring further investigation were registered and taken under review. It should be noted that the meeting was held in accordance with the schedule for citizen receptions by heads of central executive authorities and other management bodies in cities and districts.
