On 15.08.2023, some media resources published false information about the implementation of the budget of the AR State Committee for Family, Women and Children Affairs.

In the information, exaggerated figures exceeding the three-year budget funds allocated by the State Committee for public procurement were shown and baseless accusations were included. Considering that such information may cause confusion in the public, we state the following:

It should be taken into account that the State Committee, as an organization financed from the state budget, annually submits information on the movement and use of financial resources to the Ministry of Finance of the Republic of Azerbaijan and the Accounting Chamber of the Republic of Azerbaijan according to the “Law of the Republic of Azerbaijan on the Budget System".

In addition, we inform you that due to the Covid-19 pandemic in 2020, the number of financially intensive events by the State Committee was limited. 432462 (four hundred thirty-two thousand four hundred sixty-two) manats in 2021, 999198 (nine hundred ninety-nine thousand one hundred ninety-eight) manats in 2022, and 3313054 (three million three hundred thirteen thousand fifty-four) manats in 2023 contracts on the organization of events in exchange for funds have been concluded and obligations have been fulfilled.

It should be noted that the measures implemented are related to the fulfillment of the duties assigned to the Committee within the framework of state programs and national action plans signed by the head of the country, according to the annual action plan of the State Committee. Also, these events are held with the participation of the public and numerous representatives of the press, and information about them is published in various mass media.

Every year, according to the Law of the Republic of Azerbaijan "On State Procurement", the procurement procedure (open tender) is carried out by the Committee for the allocation of funds allocated from the state budget. The procurement procedure is carried out electronically through the "etender.gov.az" portal. The whole process is carried out in a transparent manner in accordance with the requirements of the legislation.

After the open tender procedure is completed, the submitted documents are evaluated by the tender commission (the tender commission includes representatives of the Ministry of Economy and Finance), and the final protocol is prepared and signed by the members of the commission. The signed protocol is forwarded with a letter to the Antimonopoly and Consumer Market Control State Service under the Ministry of Economy, which is the competent body in this field, for registration.

After the results of the final protocol are registered by the Antimonopoly and Consumer Market Control State Service, a contract is concluded with the winning organization, and the obligations are carried out in a reciprocal form and with high quality during the year.

The State Committee respects the right of media representatives to receive and disseminate information, and calls on media subjects who intend to increase the number of readers by disseminating information that misleads the public, to show a constructive approach to achieve their goals, as well as, considers it important to remind media representatives once again that appropriate responsibility is provided for such acts in the legislation.
