From 27 September around 06.00 a.m to the present day the armed forces of Armenia committing large-scale provocations ,where they are subjected to intensive shelling from large–caliber weapons, mortars, and artillery mounts of various calibers Azerbaijani settlements, civilian facilities, government buildings, schools and hospitals.

With this aggressive policy and anti-humanitarian actions, Armenia proves once again that it is disregarding the norms of international law. It is deliberately and grossly violating the requirements of the Geneva Convention, which is the basis of international humanitarian law.

We call on international organizations to demand that the Republic of Armenia comply with the Articles 3 and 13 of the United Nations Universal Declaration of Human Rights, principles of Articles 1 and 5 of the Declaration on "Protection of women and children in emergencies and military conflicts" on women and children in need of special protection and the provisions and principles of Article 12 of UN Security Council Resolution 2427 on Measures to Protect Children in Armed Conflict.

Besides, Armenia has ratified the UN Convention on the Rights of the Child and the UN CEDAW Convention on the Elimination of All Forms of Discrimination against Women. However, not only during the war, but also during the ceasefire, the Armenian side killed civilians, minors and women.

According to article 38 of the Convention on the Rights of the Child, States parties undertake to take all possible measures to ensure the protection and care of children affected by armed conflict. Azerbaijan has always followed the principles and norms of that Convention and considers it important to force Armenia to implement the above-mentioned conventions.

As the State Committee on Family, Women and Children Affairs, we call on international organizations, dealing with human rights, especially with women and children's issues, to respond to the aggressor's actions.
