Appeal of the State Committee for Family, Women and Children Affairs of the Republic of Azerbaijan to the state bodies protecting the rights of families, women and children acting abroad with regard to the military aggression of Armenian armed forces against Azerbaijani civilians.

From 27 September around 06.00 a.m to the present day the armed forces of Armenia committing large-scale provocations ,where they are subjected to intensive shelling from large–caliber weapons, mortars, and artillery mounts of various calibers Azerbaijani settlements, civilian facilities, government buildings, schools and hospitals.

The victims of the provocative actions of the Armenian armed forces are mainly civilians, including children, women and the elderly.

As a result, 24 people were killed, 121 civilians were injured, 56 civilian buildings and 306 houses were damaged. With this aggressive policy and anti-human actions Armenia once again proves its disregard for international law. This is a gross violation of the requirements of the Geneva Conventions, which are the basis of international humanitarian law, as well as the UN Convention on the Rights of the Child and the Convention on the Elimination of All Forms of Discrimination against Women.

Armenia still ignores the UN Security Council Resolutions on the occupied territories, does not comply with the provisions and principles of Articles 3 and 13 of the United Nations Universal Declaration of Human Rights and the Declaration on the Protection of Women and Children in Emergency and Armed Conflict with regard to women and children in need of special protection, Articles 1 and 5 of UN Security Council Resolution 2427 on measures to protect children in armed conflict.

The Republic of Armenia had joined UN Resolution 1325 on Women, Peace and Security and adopted a National Action Plan covering 2019-2021. Paragraph 5 of their National Action Plan mentions the development of a culture of civil security in border settlements. However, the document is grossly violated by Armenia itself.

According to Article 38, paragraph 4, of the Convention on the Rights of the Child, “In accordance with their obligations under international humanitarian law to protect the civilian population in armed conflicts, States Parties shall take all feasible measures to ensure the protection and care of children who are affected by an armed conflict. Azerbaijan guided by the principles and norms of this Convention, considers that it is important for Armenia to comply with the requirements of the above-mentioned documents.

We, the State Committee for Family, Women and Children Affairs of the Republic of Azerbaijan, paying special attention to the situation of children, women and families suffering from this war, appeal to our colleagues in other countries not to be indifferent to our voice, to react to the murder of civilian population, the families of the martyrs, women whose rights have been violated, and infants who died tragically as a result of the war.
