After the opening ceremony, the Concress continued with panel discussions.
The first panel dedicated to the topic "The main mission of the Great Leader Heydar Aliyev: The Great Return", moderated by Sadagat Kahramanova, the Deputy Chair of the State Committee, talked about Heydar Aliyev's great services in the direction of restoring our historical traditions and independence, and strengthening our statehood. After the glorious victory won as a result of the goal-oriented policy of Commander-in-Chief Ilham Aliyev, the participation of Azerbaijani women in the "Great Return" process and future activities were discussed.
Within the framework of the panel, Vusal Gasimli, executive director of the Center for Analysis and Communication of Economic Reforms, "Gender view of the socio-economic situation in the process of returning to territories freed from occupation", Nazila Rustamova, deputy director of the International Relations, Information and Press Service Department of the State Committee for Refugees and IDPs, spoke about "IDPs' Gender perspective on the process of return to Karabakh", Abutab Abbasova, head of the Department of Innovations in Education of the Institute of Education of the Ministry of Science and Education, spoke on the topic of "Organization of education in territories freed from occupation, equal opportunities, innovations and STEAM". The intellectual geographical analysis system of the I State Program on "Great Return" was also presented.
Then Aygün Attar, member of the Security and Foreign Policy Council of the Presidential Administration of Turkey, head of the Turkey-Azerbaijan Solidarity Fund talked about "The role of Heydar Aliyev, who is an exemplary figure for the Turkish family structure, in social equality", and Ayshe Chelikbilek, Chair of the Turkish Social Development Center Education and Social Solidarity Association, expressed her opinion on "Social Development Center. The role of Education and Social Solidarity Association in the development of women".
Panel II discussion on "Gender issues at the legal level: current situation, upcoming issues" was moderated by Hijran Huseynova, deputy of the Milli Majlis, Chair of the Family, Women and Children Committee.
The current situation in the field of gender equality in Azerbaijan, the development of women's entrepreneurship, the increasing attention to the gender factor in state administration in recent years, as well as the problems and solutions in this field were exchanged.
Anar Bagirov, Speaker of the Bar Association of the Republic of Azerbaijan, member of the Judiciary and Legal Council, speaking on the topic "Principles of gender equality in law enforcement agencies", informed about the work done in the direction of women's representation in power structures.
Rena Mirzazade, the Head of ANAS Institute of Philosophy and Sociology, Philosophy of Politics and Sociology Department, spoke about the current situation, achieved achievements and perspectives of ensuring gender equality in the socio-economic development of regions.
Ramila Seyidova, Chair of the State Committee for Family, Women and Children Problems of the Nakhchivan Autonomous Republic, spoke on the development of state women's policy in the Republic, realities and perspectives, and noted the importance of issues such as economic empowerment of women and support of girls.
Chigdem Erdoğan Atabek, Chair of the Commission for Equal Opportunities for Women and Men of the Grand National Assembly of Turkey, spoke on "Legal regulations aimed at women in the laws in Turkey", and Nilufer Bulut, Chair of the Association of Business Women of Turkey, spoke on the topic "The Value Created by Business Women in the Economy" and shared the experience of the brotherly country.
At the end of the discussions, proposals were put forward to further strengthen measures to prevent these problems in the following years.
The topic of the III panel, moderated by Huseyn Huseynov, the head of the Department of Sustainable Development and Social Policy of the Ministry of Economy, is "Gender Aspects of Social-Economic Reforms. Representation of women in formal and informal employment. "
H. Huseynov spoke about the socio-economic reforms carried out in Azerbaijan, and spoke about the measures implemented in this area to ensure gender equality. He voiced opinions on women's employment problems, as well as stimulation of women's representation in formal employment.
Saliha Okur Gümrükçüoğlu, the Chair of the Turkish Women and Democracy Foundation, in her speech on the topic "Protection of women's rights and social change: national and international dynamics", looked through the history of women's rights and pointed out that the women's movement has gone through a very difficult struggle. She talked about the role of cultural codes in the attitude towards women and provided information about possible measures to ensure their participation with equal rights in all fields.
In the continuation of the panel, Ilhama Gadimova, the Deputy Minister of Agriculture spoke on the topic "Increasing the economic power of women in the agricultural sector, state support for women farmers", and noted that active work is being done to increase the number of entrepreneurs, farmers and women owners of cooperatives in the regions of our Republic, as well as to improve their work in these areas.
The next panelist, Orkhan Mammadov, Chairman of the Board of the Small and Medium Business Development Agency (SMBDA), spoke on the topic "Increasing women's economic opportunities and developing women's entrepreneurship: positive experience and new challenges". He noted that 25% of currently registered entrepreneurs are women, and the priority direction in the activities of the economic reforms, especially the SMBDA , is the development of women's entrepreneurship.
Later, Firuza Abdullayeva, the head of the Department of Accounting Policy of the Ministry of Finance, spoke about the more effective use of the state budget taking into account the gender factor, as well as the application of alternative budgeting, in her speech on "Methods of forecasting gender budgeting in the state financial system".
The last panelist - Shirin Aliyeva, the Director of Azercell's Law, Ethics and Compliance Department spoke on "Social corporate projects and women's social rights". She noted the importance of ensuring gender equality in order to expand career opportunities, spoke about the "Women's hotline" project implemented by the company together with the Committee, as well as other projects aimed at women's access to information and communication technologies.
In the end, the working group made suggestions and recommendations on the work to be done.
Challenges and global trends in the realization of women's rights were discussed in the IV panel of the congress. "Challenges and global trends in the implementation of women's rights" were discussed under the moderation of Metin Karimli, the chief of staff of the Ministry of Science and Education.
Sevil Mikayilova and Nigar Arpadarai, MPs of the Milli Majlis, members of the Committee for Family, Women’s and Children's Affairs, Committee on Foreign and Interparliamentary Relations, spoke on "Criteria and new challenges for ensuring gender equality in international relations" and new approaches in ensuring gender equality: possibilities and perspectives". They noted that today women's policy is an integral part of state policy in our country, highly appreciated numerous laws, state projects, and international cooperation adopted in the direction of protecting women's rights against the background of the globalization process.
Later, Nigar Rustamli, the executive director of the "Healthy Family Medical Center" spoke about "Combating gender-based violence: international and national experience", Konako Mabuchi, the chief of staff of the office of the UN representative office in our country spoke on "Increasing gender equality and women's economic empowerment in achieving the SDGs", as well.
During the discussions, they talked about ensuring human rights and freedoms in the context of globalization, especially empowering women within the framework of these rights, increasing their participation in political decision-making and achieving the goals.
After the panels, discussions and voiced proposals were submitted to the editorial commission and the secretariat for the purpose of preparing the final resolution.
Bahar Muradova, Chair of the State Committee, delivered her final speech and noted that another historic day - the Congress - was productive, efficient and memorable, where important messages and modern challenges were voiced for the future generations. In particular, she expressed her deep gratitude to Mr. President for the congratulatory letter he sent to the Congress and for the wide opportunities created for our women in the process of socio-economic development of our regions.
She expressed her gratitude to the First Vice-President Mrs. Mehriban Aliyeva, who raised the reputation of Azerbaijani women not only in our country, but all over the world with her multifaceted and effective activities, for her constant support and attention to our women.
The Chair of the committee emphasized that valuable opinions were expressed in the panel discussions covering current topics, and noted that each of the proposals will play an important role in future activities. She especially emphasized the importance of the participation of Azerbaijani women in the "Great Return" process and the discussion of perspectives after our glorious victory, which was won thanks to the successful strategic activity of Commander-in-Chief Ilham Aliyev. B. Muradova said that the current situation in the field of gender equality, legal framework and upcoming issues, gender aspects of socio-economic reforms, challenges in the implementation of women's rights and global trends were interactively exchanged.
Paying attention to the recommendations of the UN Committee on the Elimination of Discrimination against Women, Mrs. Bahar Muradova noted that the implementation of a budget that considers gender aspects and regular monitoring of its implementation, the preparation of women's rights and gender equality for teaching staff at all levels of the education system are among the upcoming issues.
Noting that the issue of stimulating the representation of women in the ICT sector and raising the level of awareness in this field is one of our goals, the Chairperson of the Committee added that it is necessary to pay special attention to women from vulnerable groups, as well as those with disabilities and the elderly, it is important to strengthen strategic measures to achieve real equality between women and men.
Then, on behalf of the women of Azerbaijan, the Congress participants voiced an appeal expressing their high confidence and trust in the head of the country.
At the end, the Resolution was adopted that defines future goals and includes important goals. The document states that serious changes have taken place in the socio-political and social life of women in the country during the past five years since the last Congress of Azerbaijani women, that the measures implemented in the direction of the socio-economic development of the regions in the country have had a positive effect on the condition of women, their economic empowerment, and the expansion of their opportunities to contribute to the progress of the region.
