The active participation of women and men in public and political life, their equal representation in public administration, equal rights and opportunities in all areas are among the priorities of the public administration course, the Chairperson of the committee said that women have equal authority and economic opportunities. She noted that the progressive steps taken in the field of gender equality in our country continue successfully today, that under the leadership of President Ilham Aliyev, achievements have been made in the implementation of gender policy in our country. Muradova added that the promotion of gender equality, empowerment of women and girls, ensuring equal opportunities in political, economic and social life, at all levels of the decision-making process are among the main goals for sustainable development. One of the important results in this area is the presence of persons responsible for gender issues in many government agencies.
Tthe increase in the representation of women in management and decision-making, the Chairperson of the committee said that according to statistics as of January 1, 2021, the total number of civil servants is 26,672. 7339 of them or 27.5% are women. In recent years, active representation of women has also been observed in entrepreneurial activities. Support campaigns and awareness-raising activities are ongoing to encourage them to start their own businesses. The presented funds will open new opportunities to address a number of problematic issues in the field of civil service, the chairman of the committee said that despite the significant number of women and girls among those who applied for civil service and showed good results, less results than men and boys. He regretted what they had shown.
Representative of the Embassy of the Federal Republic of Germany in Baku for Economic, Cultural and Press Affairs Zubeyde Oyan spoke about the German experience in ensuring gender equality and said she was pleased to participate in events in this field in Azerbaijan. She stressed the important role of civil society institutions, as well as society, along with government agencies in ensuring women's participation, and the importance of combining efforts in this area.
Speaking about the importance of this area, the Chairperson of the Board of Directors of the State Examination Center Maleyka Abbaszadeh said, “The preparation of such a tool on the 15th anniversary of the adoption of the Law on Gender Equality is significant. She4 spoke about the 25-year activity of the Ministry of Education and Science, emphasizing that gender aspects are regularly analyzed in the exams held over the years, and women participate in these exams on an equal footing with men, even with greater success. it's out of order. Speaking about gender issues, she noted that it is not only about women, but also about the importance of working together to eliminate these problems, especially existing stereotypes, for the sake of coexistence and co-development. It gives grounds to say that it causes them to perform their functions at a higher quality and level. Gender equality is an important factor in terms of developing the country's human potential and ensuring the happiness of citizens.
Then the rector of Baku State University Elchin Babayev noted that today women play an exceptional role in the formation of society and the system of national and spiritual values. "Ensuring gender equality in education, science, culture, economy, industry and other such areas has always been one of the main priorities of our state and continues to be so today." Emphasizing the role of national leader Heydar Aliyev in further enhancing the role of women in all spheres in the country, Rector Elchin Babayev added that the state women's policy successfully implemented by President Ilham Aliyev today. The State Committee for Family, Women and Children's Affairs also contributes to the equal representation of women and men at various levels of government.
E.Babayev noted that the Center for Gender Studies was established at Baku State University in 2000 and the Department of Gender and Applied Psychology on the basis of the center in 2002. Scientific research is being conducted and specialists in this field are being trained. At present, at the bachelor's level, 11 faculties of BSU teach the subject "Introduction to Gender" in 22 specialties. The textbook "Gender Equality in the Civil Service" is used as a visual aid, along with instruction in the field of gender equality.
Karin Hoerhan, Head of the German Office for International Cooperation in Azerbaijan, said that the book "Curriculum for Gender Equality in the Civil Service" will make a positive contribution to increasing the understanding of civil servants in the field of gender equality. She also expressed confidence that the cooperation between the Republic of Azerbaijan and the Federal Republic of Germany will continue to be fruitful in the future.
After the speeches of the officials, the event continued with presentations by the authors of the Curriculum. Elgun Safarov, Deputy Chair of the UN Committee on the Elimination of Discrimination against Women (CEDAW), “Purpose, Structure and Implementation of the Curriculum”, Vugar Asgarov, Head of the Civil Service Department of the State Examination Center, “Application and Implementation of the Curriculum in the Civil Service”, Baku State University Nigar Safarova, a lecturer at the Department of Gender and Applied Psychology of the University, spoke on "Application of the curriculum in the education system" and said that human rights are a priority in our country, ensuring de facto and de jure equality of men and women in all areas. It was noted that the curriculum, developed in accordance with international conventions and national legislation, is important in terms of building good practice in this area, better promoting gender equality in good governance, training civil servants in gender equality and raising awareness on gender issues and other issues.
Sahib Mammadov, chairman of the League for the Protection of Citizens' Labor Rights and chairman of the Public Council, spoke on "The problem of gender expertise of draft laws and laws," noting the regulation of gender equality in labor relations. He spoke about sexual harassment in the workplace, the responsibilities of employers in this regard, as well as the prevention of gender stereotypes during exams.
