The deliberate targeting and killing of civilians continues as a result of heavy artillery and rocket fired by the Armenian armed forces to the city of Ganja, located outside the frontline zone started on October 11, 2020 at around 2 am.
Despite the declaration of a ceasefire between the parties on October 10, 2020 at 12:00, Armenia fired rockets at an apartment building in the central part of the densely populated city of Ganja. As a result of the Armenian terror, 9 civilians, including women and children, were killed and 34 people were injured. This terrorist attack to Ganja is another manifestation of the vandalism of the Armenian political leadership. Unfortunately, Armenia's war and inhumane crimes still go unpunished.
The Armenian provocation against Azerbaijan in Ganja, the second largest city in Azerbaijan, is a clear example of savagery, vandalism and child murder. The norms and principles of international humanitarian law, as well as these inhumane acts of Armenia, which violates the ceasefire, must be properly assessed, and terrorists must be punished.
In addition, if Azerbaijan air defense forces had not neutralized the missiles fired by Armenia at Mingachevir, a strategically important industrial city in the region, more than 100 km away from the frontline, targeting the largest Hydroelectric Power Station in the South Caucasus, the incident would have been a serious disaster.
As the State Committee for Family, Women and Children Affairs, we urge international organizations working for the protection of human rights, especially women and children, and the world community to take decisive steps to put an end to war crimes resulting in killing Azerbaijani civilians by Armenia and take the necessary decisions to prevent these terrorist acts, and express a decent attitude to Armenia ignoring the resolutions of the the UN Security Council Resolutions 822, 853, 874 and 884, Resolution of General Assembly on "The situation in the occupied territories of Azerbaijan” adopted in 2006 and 2008 , UN Convention on the Rights of the Child, UN Security Council Resolution 2427 on "Measures to protect children in armed conflict" .
