On September 3, 2026, a meeting with local residents was held in Goychay as part of the “Parlayan ZİYA: Advocacy and Outreach Group” project, organized by the State Committee for Family, Women and Children Affairs in cooperation with the Goychay District Executive Authority.

Prior to the event, the monument to National Leader Heydar Aliyev and the Martyrs’ Alley were visited.

Speaking at the event, which was held at the administrative building of the Goychay District New Azerbaijan Party (YAP), Ms. Zivar Zeynalova, Deputy Head of the Goychay District Executive Authority and Head of the Department of Territorial Organization and Socio-Political Affairs, delivered an opening speech and highlighted the significance of the event.

Speaking at the event, Ms. Sadagat Gahramanova, Deputy Chairperson of the State Committee for Family, Women and Children Affairs, provided detailed information about the project and spoke about the importance of shaping future generations in the spirit of respect for national and moral values. She noted that the main objective of the “Parlayan ZİYA” project is to create a platform for direct communication with the population by bringing prominent intellectuals, as well as figures from science, culture, sports and religion, to the regions; facilitate an exchange of views on pressing social issues; and support the development of the younger generation as healthy, educated and responsible citizens.

Recalling the Victory achieved under the leadership of Commander-in-Chief Ilham Aliyev, she particularly emphasized the heroism and patriotism of the young people who fought in the 44-day Patriotic War. S. Gahramanova stressed the importance of raising responsible citizens for the sustainable development of the country and noted that the project serves this purpose.

At the end of her speech, S. Gahramanova drew attention to issues of concern to society, such as domestic violence and early marriage, and emphasized the importance of the voice and guidance of intellectuals in preventing such problems.

Following the opening speeches, presentations by prominent intellectuals were heard. Mr. Mahammad Jabrayilov, Head of the Department of Digital Development and Philosophy of Artificial Intelligence at the Institute of Philosophy and Sociology of the Azerbaijan National Academy of Sciences, PhD in Philosophy and Associate Professor, and Mr. Ayaz Salayev, Deputy Director of the Azerbaijan State Film Fund, Honored Cultural Worker of Azerbaijan, film director and film scholar, addressed the participants.

The speakers emphasized the importance of conducting educational discussions with the population on various topics, developing self-discipline and personal development skills among children, strengthening national and moral values within families, and enhancing ideological work in society. Drawing on their professional experience, the intellectuals shared their views on topics relevant to the region and answered questions from the participants.

Representatives of the district’s community also participated in the discussions held during the continuation of the event.

At the end of the event, a local coordination council consisting of intellectuals and prominent residents of Goychay District was established, and its members were announced.

It should be noted that the “Parlayan ZİYA” project is planned to be implemented in stages in other regions of the country in the future.
