On September 17, 2020, the Council of Europe's Standing Committee on the Rights of the Child held a virtual plenary session entitled "Exchange of views on the development of the Council of Europe's Strategy on the Rights of the Child for 2020-2027".

Opening the session, Mrs. Maria-Andriani Costopolo thanked the representatives of the countries participating in the plenary session, noting the importance of the plenary session and the protection of children's rights in the Council of Europe during the pandemic. Afterwards, the impact of the COVID-19 pandemic on children and their rights were discussed, the main priorities of the adopted strategy for 2016-2021 and the work being done in these areas in countries until 2020 were highlighted.

It was noted that in the process of developing the new strategy, it is expected that the Standing Committee of the Council of Europe will organize webinars on various topics. 

The Chief of the Staff of the State Committee on Family, Women and Children Affairs and national expert on children's issues Mrs.Ceyran Rahmatullayeva also addressed the meeting. According to her, the main priority is to ensure access to education for children, especially in the rural areas, and for this purpose virtual lessons are held on local TV channels from the first days of September.

She also noted that kindergartens have been restored in the country, and during the summer various organizations and state institutions, including the State Committee on Family, Women and Children Affairs, hold online webinars on various topics for parents and children.

The plenary session discussed the main principles, priority directions and design of the strategy for 2022-2027 and compared the three-period strategy adopted by the Council of Europe since 2009 by Regina Jenstor, Head of the Council of Europe Department for Children's Rights .
