Within the framework of joint cooperation between the State Committee for Family, Women and Children Affairs and the German Organization for International Cooperation, a guide book entitled "Practical Recommendations for the Implementation of Gender Equality Policy in Municipalities" was published.
The purpose of the publication is to ensure gender equality in the local authorities  and to improve the mechanism for the protection of women's rights.
Tasks and activities of the Gender Commission, printed materials reflecting the rights and responsibilities of gender officials, the appointment of Gender Commissions or Gender focal points in local self-government bodies encourages them to be active in the public life of local communities.
The Committee considers the publication to be an appropriate document for the promotion of gender equality and recommends its application in all municipalities operating in the territory of the Republic of Azerbaijan.
“Guided Mechanisms and Suggestions” were prepared with the participation of the Committee, Baku State University and GIZ experts, based on a study entitled “Women's Participation in Local Self-Government: A Brief Review of the Current Situation Conditioned by Legal and Institutional Mechanisms” elaborated and developed by an expert group under GIZ's “Good Local Self-Government Program”.
