The State Committee continues its work on ensuring the safe use of the Internet by children

In modern times, digitalization, information technology, the unlimited Internet have already taken a special place in our lives and become a trend. Modern societies cannot function successfully without the development of information and communication technologies. All these are the positive sides of progress. For this reason, one of our main goals is to instill the rules of proper use of the Internet. It is especially important to ensure the safety of children on the giant online platform, to strengthen activities to protect them from negative influences.

The state is taking important steps to protect children from harmful information. In this regard, the Law on "Protection of Children from Harmful Information", which came into force in January 2020, is of great importance. The Committee was directly involved in the drafting of this law, and at the same time, an Expert Council and a Competition Commission were established based on the implementation of the Law. The Committee also regularly conducts awareness-raising events on children's Internet safety, and shares information on social networks.

One of the measures taken is the "Parental Control and Internet Security" program created by the "E-box" company at the initiative of the State Committee for Family, Women and Children Affairs. The program which was launched in 2018, is a fast, privacy-based application designed to help parents and institutions to create safe usage experiences for children and families. The filtration content approved by more than 1 million international search engines and resources is available in the program which contains suicide, bad habits, pornography, human trafficking, terrorism, spam, phishing, etc.,. When the system is running, it filters the Internet like a filter using a database directly on the server during the search process and complies with the security standard.

The program can be downloaded from https://kidsafe.az/ and installed on Windows and Android mobile platforms. The purpose of the program is to protect children from harmful information on the Internet in the online space and to strengthen the ability of parents to monitor the safe use of the Internet by their children.

Another feature of the program is the ability to remotely connect to a computer with the desktop version and use functions such as time limit, block and control. In addition to the system, a blog system has been created based on the free time module, which can post information on health, psychological aspects, legal education, and question and answer categories.

The filter system has a database of 1, 4 million dangerous websites and more than 450,000 threatening content. The filter is useful for families because it is a secure protection system in the online environment. When the child uses the program, the key logger system is activated and any information such as websites, programs and words used by the child is recorded and passed to the parent.

Currently, the program has 10.050 users, more than 12.000 added devices, 456.000 search history. With the support of the UN Children's Fund, the program will operate free of charge in 2021-2022. Families will be able to take full advantage of this program on a regular basis.

It should be noted that the application was developed taking into account the recommendations of the United Nations Committee on the Rights of the Child, and the program is expected to be further improved.
